Unfortunately I have some of this same kind of crap to maintain.  :(

Program-described just means the record and field definitions are in the 
program source rather than being retrieved from a file object by the 
compiler.  Any program-described file still has to have an actual file 
existing to operate through at run-time.  Even a program that has 
program-described printer output to QSYSPRT will halt if the file object 
can't be found at run-time.
