If someone wants a feature that's only available on V5R2, is there a
downside to simply upgrading to V5R2?

I guess I don't understand this whole argument.   If someone is unhappy
with not having the new features, the answer is very simple -- upgrade
your OS as soon as the new version becomes stable.   Now you don't have to
worry about it anymore.
