Actually in consulting with another group, I think I have solved the issue. I added OVRSCOPE(*JOB) to the override, and it seems it is keeping the override. Without that the override would disappear. I can't believe the users didn't report more issues with this than they did. If I have any more issues, I will reopen this discussion.
