system() has to conform to a standard.  The system() function conforms to
ISO/IEC 9899:1990 ("ISO C89") and IEEE Std 1003.2 ("POSIX.2").
Likewise, the errors returned by it need to conform to that same
standard.  Adding another variable to the prototype would break that
compatbility.

The _EXCP_MSGID variable is an iSeries-only feature.
