I'm no expert in RPGIV yet but if I remember correctly there is a spec on
the header POSITION 15 if blank no dump no debug if 1 dump and debug See
RPGIV referance guide. Hope this helps!

I have a pgm that consists of one module with a main and another module
with multiple subprocedures and nomain. If there is an error in one of
these subprocedures, and a D or F is taken, the dump doesn't have any of
the file or variable info. I found that if I add the DUMP opcode to the
subprocedure, that I can get all of the variable and file info.
Is this the way that it is? Or is there a way to get a worthwhile dump? I
know I can add a monitor or E extender but then the pgm doesn't halt.
These are usually batch jobs and we can't ignore when an error occurs. I
could send an inquiry message but first want to see if there's a better
way.
