I don't think that is it.  Any user that doesn't have anything specified in
their user profile the override works, but when a user has something
specified in their user profile, the override doesn't work.

Any chance that User1 would have printed to PRINTER1 anyway, even without
the override?  In that case, then perhaps your override is being ignored.
