I had a similar problem recently.  Changing the display file to
RSTDSP(*YES)
fixed it.

I have a subfile/display program that runs fine when STRDBG is not used,
but when the program hits the break point in STRDBG mode, an RPG1251error
occurs.  Any ideas?
