There will also be some initialization done when a procedure within a module is called, for example opening files for RPG modules. Look at the "Service Program Activation" section of "ILE Concepts": http://publib.boulder.ibm.com/iseries/v5r2/ic2924/books/c415606606.htm#HDRILESRVH In that section, there's a link back to "Program Activation" where it says that activation includes allocation and initialization of static storage.
