Scott, the documentation for this API says that the last two parameters
are "omissible". That means OPTIONS(*OMIT); the word "optional" means
OPTIONS(*NOPASS). You can often get away with not passing omissible
parameters, because there will rarely be a valid pointer where the API
is looking for the parameters, but eventually there will be a valid
pointer there, and some random "bad thing" will happen - the API will
fail, or there will be storage corruption.
