Yes I have implemented Scott's suggestion and it works perfectly.
I am able to call the ILE procedure from either a CL or ILE program.

Although ExtProc(*CL:...) can be used for calling an ILE CL program from
an ILE RPG program, it is also used to allow ILE CL programs to call an
ILE RPG program. Scott's solution looks good for the problem at hand.

I think Troy wanted it the other way, where the CLLE is calling the RPG
procedure.
Your second suggestion will fix the problem - declare the &AUTH variable
as
TYPE(*CHAR) LEN(2). Then, use %SST() to only check the first byte of it.
