DFTACTGRP(*NO) is only required if the PR/PI combination is being used to 
replace *ENTRY PLIST for a
Procedure.  DFTACTGRP(*YES) - the default - is fine for a *PGM object.

Try the following; (the source member and *PGM name were RPLENTRY):
