I do agree with you that having your own utility to do this is a good idea. However, it's an even better idea for IBM to finally give us this functionality. I have my own utility as well, though the way it approaches the task is completely different. Instead of writing code to describe how to build the program in the comments, you simply compile the program normally. Then, when you want to re-compile it later, it uses DSPPGMREF and various APIs to discern what you did last time, and tries to do it the same way. (Though, it's not perfect, not every attribute of the compile command is available via APIs, but almost everything is...)
