We are on V5R3 and the help text for WRKJOBSCDE includes this
statement:
Relative day of month (RELDAYMON)
Specifies the relative day of the month on which the job is
submitted to run.
This parameter is valid only if a value is specified for the SCDDAY
parameter and FRQ(*MONTHLY) is specified.
*SAME
The value does not change.
Other values (up to 5 repetitions)

The job is submitted on the specified day of the week the first
time it occurs in the month. For example, if you specify
SCDDAY(*TUE), FRQ(*MONTHLY) and RELDAYMON(1), the job is
submitted on the first Tuesday of every month.
