Classical misunderstanding: what API manuals call BINARY(4) (binary number of 4 
bytes) is called '10I 0' or '10U 0' (binary integer or unsigned integer of 10 
digits) by RPG. So change your prototype to:

GetProfile      PR                  ExtPgm('QSYGETPH')
  UserID                      10A   const
  Password                    10A   const options(*varsize)
  Handle                      12A
  ErrorCode                32766A   options(*varsize: *nopass)
  PassLength                  10I 0 const options(*nopass)
  PassCCSID                   10I 0 const options(*nopass)

I added 'options(*varsize)' to the password parameter; the actual length is 
determined by the PassLength parameter.

I added 'const' to PassLength and PassCCSID because these parameters are input 
to the API; this way you can use literals in the call.
