Kyle, I suspect the answer lies in the expression precision rules for numeric operations (ILE RPG Reference Chapter 21). Because 2 is your maximum decimal places, the intermediate results of each element of your expression are 2 decimal places instead of the 4 you show in your example. You will probably need 7,4field on your expression, then assign Eval(H) 5,2field = 7,4field.
