If it is on, I'm not sure what cause the problem there.

Note: If you have overlay keyword, the subfile should still be on the screen 
even though the indicator is off.

Yes the indicator is on.  The subfile would not display if it were not.

In debug mode I have set that field to various values, which has had
absolutely no effect.  The subfile still displays the first record and
not the record in the RRN field or the CSRRRN field.

Try renaming that field RRN to some new name, and resetting the value
when
you read the initial subfile.  It may be that you are using RRN too many
places and getting it reset when you aren't expecting it?
