The code is reasonably typical of an earl attempt at using IBM APIs. In particular, the documentation is intended for C programmers, not us RPG types. Barbara Morris posted an excellent article on how to understand these C data types. You can find it in the FAQ at http://faq.midrange.com Search for 'barbara morris prototype'
Carsten has posted a working example of that API in use.  In particular, 
look at how he's coded the 'error code' structure.  This is really 
important because it's used in very many IBM APIs.
Once you've compared Carsten's example to your current code, it might 
help to read the API Concepts.  The Infocenter is at
