What is the RPGIV equivalent of the clp

dcl      var(&X)     type(*char)  len(3)
dcl      var(&Y)     type(*char) len(2)
 
chgvar    var(&X)    value(%bin(&Y))

i have a clp exit pgm for telnet and need to change to rpg for addtl 
requirements.
