Has never use spawn to submit job before.  Can you give me an example?
I was under the impression that it need to be a threas safe program for
it to work.

There are actual two other procedures in this service program that allow
to wait for the last submitted job.

If you want to submit a job and wait for it to complete -- that makes
sense -- just use spawn() and waitpid().  But why would you want to wait
for any job that's ever been submitted from the current one?
