You win the prize! 16MB is the limit and "will never be changed"
according to IBM. Too much code might break if the screwed around with
it. :(
Teraspace is your only other choice. MMAP files are enticing (spelling?)
but they don't auto extend even though the docs seem to imply that they
do.

No, that's the maximum size of a *USRSPC. You can either string
multiple *USRPSC objects together (you get to handle the linking code),
use teraspace storage via the _C_TS_* APIs, or use a stream file (which
could be memory-mapped).
