codepages

I'm confused about how/whether codepages affect me.

If I retrieve a character system value like QSTRUPPGM, is the sequence of
bytes I receive dependent on locale settings? That is, will all the
ordinal character values, ie, x'F0', be the same? It's a strange question,
but matters if you run data like this through hash functions. The hash
function cares only about byte values. Thanks in advance.
