You're right Jerry.  Unlike RPG, COBOL doesn't define what happens when an
out of range index is used.  I think  it simply says that the results are
"undefined" - subsequently many (most?) implementations don't even bother
doing bounds checks but simply calculate the address and return whatever is
found there.
