In older versions of RPGIV (like the version I use) you can't take the
address of a CONST input parameter. :(

But I get RNF0341: Parameter JRNRCV for %ADDR is not valid; %ADDR is 
ignored.

I'm thinking the difference in mine is because I am using the const on 
JrnRcv.  That seems to be what the error is flagging.
