Technically speaking, if an A record exists you're good. But since
GetHostByName would rely on the existance of an A records there about
the same.

Nope, think you've got it. But remember, like others have pointed out,
you've not really verified that the address is valid, just that it could
be valid. You'd need to send an e-mail to check that it is valid.
