On the screen, there is one more field call equipment number that user
can use to position the subfile.  Another word, user can position and
sort the subfile by equipment or phone number.

The easiest way to do above is to construct a sql select statement
depending on what user is entered and do fetch to load the subfile.  The
problem I'm encountering is to create a sql in the way that the sql
engine would not do re-index on the telephone master file.

so what's the deal with not being able to use the logical that is
already keyed broken out.  You said that you had one that way, correct?

So when you receive the phone number from the input page (verify that a
legit 10-digit phone was entered first) ...

That would cause a sql engine to reindex the file.  The response time
would not be acceptable.  It is a pretty big file, 22M+.
