If the "update programs" are supoused to keep the files in sync, then referetial constraints will be excelent, they will cause to abort the program that is not doign the proper job, so you can correct it.

If you need to keep an eye without the user toticing, a trigger will do the job, every update will give you the opportunitty to check that record, and send you an alert if the change was incorrect.
