RPG as a PMTOVRPGM to a command

We have a programme to create user profiles which has an RPGLE programme 
declared to provide initial values to the CRTUSRPRF command. This RPG programme 
is specified as the PMTOVRPGM. When creating a profile , we are providing 
*NOMAX as the initial value of PWDEXPITV (Password expiry). This falls over 
with the following messages :-

Message . . . . :   Erreur détectée dans chaîne de commande du programme de    

  substitution d'invite.             (Erreor found in the string of values 
provided by the invite programme)

 

Does anyone have an idea what we are doing wrong. ?

We are at  RELEASE = V5R3M0.

 

I know this is only loosely RPG (this programme could be in CL or Cobol)  but 
I'm just not sure where to post it
