On which platform?  On Unix and Linux platforms software always comes with 
include files for C, and often comes with Perl and Python wrappers as 
well.  On Windows platforms, C and C++ includes are pretty standard, often 
a VB module containing the VB definitions is also there. Or, instead of 
letting you call their DLL directly, they'll provide an OCX control 
instead.
For Java and .NET platforms, these types of includes aren't necessary.

It's really pretty standard everywhere except for the System i platform, 
where modular re-usable APIs and components are a rarity because software 
companies are still working on the discovery of fire.
