Rob, I am using qcmdexc with OVRSCOPE(*JOB). It does not help.
There is no CLP involved in the job stream..what is system()??

I see you are trying to override it to *NO.  How?  Using system(), qcmdexc 
or a CL calling program?  system() does the right activation group.  With 
qcmdexc you may have to specify OVRDBF OVRSCOPE(*JOB).
