True. Most are so old that they assume a WRITE failure is a duplicate key. (Which, in effect, IS a referential constraint error.) I guess the even older programs assume that it is because the file is full. :-)
I rarely see I/O error checked for UPDATE or EXCEPT operations, and only occasionally for WRITE, where the assumption was dupe key. The actual file status isn't checked to be sure of the nature of the I/O error.
