In programming, there are mostly opinions about how something should be done 
rather than absolutes.  Were I writing the code in this case, it would appear 
as follows:

EVAL WKEndTheLoop = 'N'
DOW WKEndTheLoop <> 'Y'
    If data queue is not full
        EVAL WKEndTheLoop = 'Y'
    ENDIF
ENDDO

In my opinion, this makes the code clearer.  Any maintenance programmer can 
look at the DOW condition and know exactly what will cause the loop to end and 
thus for what to search.
