The kind of "double open" demonstrated in the earlier example is only needed
pre-V5R2.

You can now code it as: 

fd = open(
    filename
    :   O_CREAT + O_WRONLY + O_CODEPAGE + O_TEXTDATA + O_TEXT_CREAT
    :   S_IWUSR + S_IRUSR
    :   codePageAsc
    :   0
);

The fifth parameter (signaled by + O_TEXT_CREAT) is specified as zero which
simply says that the data is in the code page of the job.

This has been available since V5R2.

Delete the file before you run the program in order to ensure the file is
recreated.
