PS: The hardcoding is a TEMPORARY situation. This is not my normal

You could use CRTPGM PGM(<program name>) MODULE(<list of modules>)
BNDSRVPGM(<list of service programs>) if you don't have a lot of other
modules/service programs to specify.
Otherwise, I'd suggest duplicating the binding directory into your
development library, then hardcoding the library for the *SRVPGM when you
add it to the *BNDDIR.
