What do you mean evaluate? Do you mean test out their stuff? Do you mean
they must follow the standards of some template in their coding, what?

I would think that the software selection team would be dominated
primarily by the actual users. With maybe one IT guy to make sure that
the stuff is technically sound. You know, compiled to a recent release,
doesn't require all users have *SECADM authority, just the basics.
