One easy way to perform the substitution is to install the CGIDEV2

library ... It has a host of other useful stuff too.

Not the least of which being the ability to use it to generate the XML.
Simply set up a template with the skeleton XML with markers for the
substitution variables and write the code to supply the substitution
variables an write out the appropriate formats. Much simpler, safer, and
easier to maintain than concatenating fields together.
