If you are interested in a 3rd party solution...the PC-Engine will allow you
to pop up web pages (to any web site, internal or external), word documents,
Excel spreadsheets, *.txt documents, images, etc..on another user's
workstation, as long as that user has the PC-Engine client software
installed on their PC first (a one time, 30-second install).
You the administrator can then open an PC application or any web page, on
that user's PC, while they are connected to the iSeries. Even from a batch
job!
This can be executed from a command line, a CL program or an RPG or COBOL
program.

For our green-screen users, is there a way to custom program (via rpgiv) a
way to have a window pop up on a users screen no matter what application
they are in that will provide reminder information to them. They should be
able to continue working in whatever they are working in, but see the popup
window. After a certain amount of time (or whatever condition), the window
will automatically disappear.
We were even considering a simple clp with sndbrkmsg, but that would really
be a little too rough around the edges.
Is there a way or will 3rd party software be required?
