I'm weighing into this really late ... but one thing I noticed is that,
if you have parameter specified to be passed as falue ... you might have
problems calling the procedure from other systems (such as Java).
Case in point ... a co-worker here wrote a procedure for me to call from
Java ... and it had parameters specified to be passed by value ... but
we were getting a very weird error (sadly I can't remember the exact
error message).
Problem was ... when invoking remote program & procedure calls from
Java, only integer's can be passed by value. Everything else must be
passed by reference (because the QZRUCLSP API, that invokes the program
on the host, only handles integers ... which can be numbers or addresses).
Thus, as a rule, we're going to be passing parms as consts if we want
the called program to not be able to modify the value.
