%char will suppress leading 0. Your code will fail or become
unpredictable if value of WKSCRTMIN is less than 9999. You probably
want to consider changing the statement to be like below:
HHHH = %DEC(%SUBST(%EDITC(WKSCRTMIN :'X'):1:4):4:0);
