I suggest you check your code. I could not believe what you described; I
would expect the second call to display '1' and '3'. The binding of the
program results in calls for the first and second export from the
service program. When you remove the export of PROC2, PROC3 becomes the
second export, so your program ends up calling PROC3.
Because I could not believe what you found, I tested it and indeed, the
second call displayed '1' and '3'.
