Yes. By default the pick packet is small, but you can specify any size
packet you want (well, up to 64K) for each packet. Now multiply that by
n-thousand zombie machines and, well, you get the point. 

Ideally, you drop things like this not at your end, but upstream from
you at your ISP(s). If you drop it at your firewall you've still used
the bandwidth to send the data, but if it's dropped upstream from you
then you haven't.
