Not true. If you have a subroutine within a procedure, the variables
are local to the procedure.

Very true ... although I don't code subroutines anymore, I do call them
when necessary ... and many of our subroutines are in /copy members ...
so I can include the subroutine inside a procedure and have no effect on
the rest of the program.
