Simple answer - No. At least not until V6R1 where you can defer the
loading of Service programs - but since you need to go back release
that still doesn't help.
The only easy way to handle it would be to use a call to another *PGM
to indirectly call the API(s) in question. As long as you use a
dynamic call (not bound) the Service Program will not be initialized
until the *PGM is called.
You could also use a dummy version of the IBM Serv Pgm on old
releases but therein lies the path to hell ....
