It's been so long that I don't recall why we do this, but occasionally
I find that we need to include a dummy record in the DDS:

A R DUMMY1
A FRCDTA
A CLRL(*NO)
A OVERLAY
A R DUMMY2
A ASSUME
A 14 44' '


Nothing fancy, but it alleviates some issue, and this just might be the issue.
Your program does not need to call or use it. It just needs to be there.
