Depends on what you mean by "each time a write/update is done"

If you want this procedure to run before control returns to the program doing the I/O, then the answer
is no.

Otherwise, as John suggested you could have a Never Ending Program (NEP) that watched a journal for
entries for the file. You've got two journals to choose from; if the file is journaled or you're
willing to start journaling on it, then you could use that journal and get record detail. Otherwise,
if the file has auditing turned on or you're willing to turn it on you could watch the Security Audit
Journal.
