In this case I believe that you're wrong.

Try it and see how it WON'T work - I already did.  Until you execute the 
DELETE operation at least once, the %FOUND won't evaluate properly.

DOW evaluates the condition at the top of the loop, before the DELETE is 
ever performed.
In this particular example, the DOU evaluates the condition at the bottom of 
the loop, after the DELETE has been performed...
