CGIDEV2 doesn't parse the HTML, it doesn't know that <!-- and --> are 
comments.

Personally, I use a very similar technique (though, I use underscores 
instead of dollar signs.. but the same <!-- and -->).  And I've never 
had a problem.  I know of at least a few dozen other shops using <!-- 
and --> and they don't have problems.
