If you're looking to do multiple OPEN / CLOSE cycles, the normal
mitigation (shared ODP) won't be useful for your goal of reducing locks.
You'll need to weigh the expense of multiple OPEN / CLOSE cycles
against the lock situation.

For what it's worth, I haven't personally seen a user OPEN as more
expensive than letting the cycle do it.
