Thanks to all that provided feedback, especially those that mocked the
design.  :)  I rewrote the program in pure RPG IV with prototyped calls
and initialized data structures and no more errors.

No, that should generate MCH3402.
In typical fashion there is insufficient information to diagnose the  
problem. What format is being used? What size and type are each of  
the variables passed to QUSRJOBI? What values do the contain? Etc.  
etc. etc.
Given that the name of the program being resolved is rubbish it  
smacks of a coding defect.
