I'm trying to compile with pdm option 14 which says CRTSQLRPG.
Compiler on the program object ( without my SQL ) is 5722WDS

CRTSQLRPG is the correct SQL compiler for RPG/400 containing embedded
SQL.
So, you have the correct compiler, therefore you must have the
correct source type (else PDM wouldn't invoke it using 14=Compile).
You have code (you showed us) that looks like correctly formatted
SQLRPG--allowing for the vagaries of formatting some less than
adequate e-mail programs perform.
What you haven't shown us is the section from the compiler listing
showing the error and line number AND the lines in that area of the
source (with line numbers). Probably something silly like a blank
line or odd character but SEU should have caught those in RPG source.
Wouldn't be a CCSID issue perhaps? Source not in CCSID 37 and variant
character in position 7 or 8?
