  Probably not the issue, but "at specified level" should be a hint 
worth follow-up.  The failing request has the option to specify what 
level is being addressed, by that failing request.  Whereas OVRDBF has 
an OVRSCOPE(), the DLTOVR has a corresponding LEVEL().  Failing to code 
all available parameters that might conflict [for changed defaults from 
the *assumed* defaults], opens the possibility of failed assumptions on 
the default for those parameters.

  For example if the DLTOVR has the default of LEVEL(*JOB), then the 
assumed\expected default of LEVEL(*) would fail because the override 
scope was not *JOB, and thus the DLTOVR command invocation would fail.

  Because *CALLLVL scope is used, the WRKJOB OPTION(*FILOVR) issued 
while the program is stopped at a breakpoint, issued within the job or 
against the job from another job, will show if the OVRDBF is in effect.
